Firefox uses FAR too much memory

Details
User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:146.0) Gecko/20100101 Firefox/146.0
Steps to reproduce:
Launch the browser
Actual results:
Browser immediately consumes around 8GB of ram (Haven't clicked on or refreshed ANY previous tabs yet.. I only have 11 of them anyway..) eventually settles down to about 2.5-3GB which is double the total memory being consumed by Chrome actively hosting over 360 tabs at the moment.
Expected results:
Memory usage should be extremely minimal until I actually start doing something with the browser. Even then it needs to be FAR more efficient. I have severely reduced my FF footprint over the years and at this point I just need to stop as I can't have a rogue app wasting so much of my system resources.

The Bugbug bot thinks this bug should belong to the 'Core::Performance: General' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
