If I start scrolling when my mouse cursor is over a link (using keyboard or
mouse), the visible hand cursor does not change when I go out of the link's area.
Note I do not move the mouse itself.

Reproducible: Always

Steps to Reproduce:
1.Keep mouse over a link.
2.Scroll using keyboard or mouse wheel so that the cursor goes out of link's range.
3.Ogoole at the hand cursor showing over a non-link area.

Actual Results:  
The hand icon is visible over non-link areas.

Expected Results:  
The hand cursor should appear when over a link and upon moving out of the link's
region *using keyboard or mouse wheel* (and not moving the mouse itself), the
hand curson should change depending on the current contents of the region below
the mouse cursor.
