seen with 2003033105 build on WinXP EN

Steps to reproduce:

to be able to use IDN Edit your prefs.js file with these lines:
user_pref("network.IDN_prefix", "bq--");
user_pref("network.IDN_testbed", true);
user_pref("network.enableIDN", true);

- open a page that uses IDN (for ex. http://internetdomänen.com/);
- copy/paste link into mail composition window;
- send/get mail;
- Edit mail as new/or save as Draft and Edit Draft;
- send mail/get mail;
- rightclick on the link;
- from the contextual menu select "Open link in a new window" (open link in a
new tab);

I may have fixed this in another bug. It works on 1.6, but I'm not 100% sure I
understand the bug report.
