Existing Home->Shortcuts "4 rows" setting ignored (showing "2 rows") after automatic upgrade

Steps to reproduce:
(Guessing I was on 146.x or 147.0.0 until just now)
Open Settings
Home
Make sure "Shortcuts" is enabled
Change default "2 rows" to "4 rows"
Upgrade to 147.0.1 (I opened the About Firefox dialog, and it asked me to restart for upgrade)
Actual results:
New Tab only shows 2 rows worth of Shortcuts. Like it does by default. Setting still shows as expected (enabled & 4 rows).
Expected results:
Keep the same behavior as before, and show 4 rows worth of Shortcuts.

And... It now has 4 rows. I made no changes to the tab itself (previous New Tab that only showed 2 rows). I'd opened another couple new tabs, and dragged one out into it's own window to create this bug. Then closed that tab + window. Then activated that tab, and saw the 4 rows now.
I swear I first saw the issue after opening a new tab (just after the restart for upgrading), futzed around to look in settings (yes still had old settings), and opened another new tab to see again only 2 rows of Shortcuts.

The Bugbug bot thinks this bug should belong to the 'Firefox::New Tab Page' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
