Steps to reproduce:

Open a Japanese language website in the background, or multiple Japanese websites in the background.

Actual results:

In v145 the pages would be translated. , in 146 and 147 you have to manually refresh the pages when you go to them to get them to translate into English.

Expected results:

I expect the background tabs to translate whilst they are still in the background - like they used to - and that I don't manually have to refresh each page.

The Bugbug bot thinks this bug should belong to the 'Firefox::Translations' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
