Cannot cycle previous tabs using Ctrl + PgUp

Steps to reproduce:

These reproduction steps assume you are using a typical US keyboard layout, and that your operating system is Windows 11.

  1. Launch Firefox.
  2. Disable caret browsing by pressing F7 and selecting "no", since I know tab cycling might not work properly if it is enabled.
  3. Open at least three tabs. They can be empty pages.
  4. Hold either Ctrl key on your keyboard and then press on the PgUp key.

Actual results:

The tab doesn't switch to the previous one when I scroll using Ctrl + PgUp. However, cycling to the next tab using Ctrl + PgDown works, as well as cycling to the previous tab using Ctrl + Shift + Tab.

Expected results:

I should have been able to use Ctrl + PgUp to scroll to the previous tab, as I find that keybind more convenient than Ctrl + Shift + Tab.

And yes, I have disabled caret browsing as mentioned in the steps to reproduce this bug.
