Cannot cycle previous tabs using Ctrl + PgUp

Steps to reproduce:
These reproduction steps assume you are using a typical US keyboard layout, and that your operating system is Windows 11.
- Launch Firefox.
- Disable caret browsing by pressing F7 and selecting "no", since I know tab cycling might not work properly if it is enabled.
- Open at least three tabs. They can be empty pages.
- Hold either
Ctrlkey on your keyboard and then press on thePgUpkey.
Actual results:
The tab doesn't switch to the previous one when I scroll using Ctrl + PgUp. However, cycling to the next tab using Ctrl + PgDown works, as well as cycling to the previous tab using Ctrl + Shift + Tab.
Expected results:
I should have been able to use Ctrl + PgUp to scroll to the previous tab, as I find that keybind more convenient than Ctrl + Shift + Tab.

And yes, I have disabled caret browsing as mentioned in the steps to reproduce this bug.
