It's unclear if switching from Amete Mihret to Amete Alem reflects actual usage, but that's how this is defined in CLDR. We simply follow CLDR because that definition is used in many test262 tests. (Using different era rules leads complicates test262 updates, see bug 2005286.)

Enable now passing tests and move other exclusions to the correct sections.
