Firefox version: Firefox Mobile 147.0

Steps to reproduce:

1. Navigate to: https://www.porta.com.pl/katalogi
2. Observe the title

Expected Behavior:
Underline is position below the title

Actual Behavior:
Underline overlaps the title

Notes:

• Reproduces regardless of the status of ETP
• Reproduces in firefox-nightly, and firefox-release
• Does not reproduce in chrome

I can get the underline positioned the same way if I adjust the bottom:-.625rem to 1.5em:

.header--h4.-left-decor::after, .header--h4 > .left-decor::after {
  bottom: -1.5em;
}

However, Chrome does not render the underline in the same horizontal position as Firefox, and I can't quite tell what it's doing.

I see the expected behavior: Underline is position below the title after bug 489100 and with layout.abspos.fragment-aware-inline-cb.enabled=true. We'll flip the pref by default in bug 2041551.

Verified, the issue no longer reproduces. Underline is position correctly, below the title.

Tested with:

• Browser / Version: 158.0a1 (Build #2016184447)
• Operating System: Android 11
