Opening a new tab loads your startup home page, rather than a blank window. Will
even open the last page visited if that option is checked.

Reproducible: Always

Steps to Reproduce:
1. Select "Home page" or "Last page visited" under Navigator startup display.
2. Click the "Open a new tab" button on the Tab bar.
3.

Actual Results:  
The home page or last page visited loads.

Auite annoying and distracting, since I always want a blank window.

Expected Results:  
Opened a blank window
