In the composition window, clicking and dragging a text block to the top or
bottom edge of the text window does not scroll. So it's impossible to drag a
block of text to the very top of the message if it's not visible. Most apps
will scroll to let you drag anywhere.

Reproducible: Always

Steps to Reproduce:
1. Open a composer window
2. Type a large block of text
3. Select a paragraph
4. Click+drag it towards the top of the message.

Actual Results:
Text does not scroll

Expected Results:
Text should've scrolled up to allow placement of text
