2012236 - "Edit and Resend" doesn't make use of available verticle space

DevTools Netmonitor Edit and Resend feature is pretty useful to me, but for years I've been annoyed at just how much space is provided to edit the body payload of the request. I propose keeping the current design as a minimum amount of space, then use up to all the vertical space available (green in the screenshot).

I'm not opposed, but I will say I tend to have a handful of random projects I like to work at any given time
