After the last few times I updated Firefox (Win11), it broke the back and forward buttons respectively (mouse), but inconsistently. The address bar changes, but the page gets stuck.

Steps to reproduce:
It doesn't happen every time, but when it does happen, I can keep hitting the back and forward buttons on my mouse and the only thing that changes is the address bar (URL). The page itself doesn't change till I hit refresh.
Actual results:
It frequently stops switching pages. The address bar changes, but the page gets stuck.
Expected results:
Back goes to previous page.
Forward goes to next page.
Side Note: This is not restricted to a single site.
I've had it happen on Crunchyroll, Reddit, YouTube, Amazon, and many other sites.

The Bugbug bot thinks this bug should belong to the 'Firefox::Address Bar' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
Tried setting widget.windows.windowsappsdk.enabled to false, but it's still happening.
Also, I have Hardware acceleration off.

Clicking back/forward should change the URL so the address bar changing makes sense, but if the page is stuck then maybe an issue with docshell / the browsing context? Maybe a person with more knowledge of navigation code could help here.
