2012733 - Gap between position:fixed element and bottom of viewport with dynamic toolbar on top when pinch-zoomed in

Steps to reproduce:

• Make sure the dynamic toolbar is set to be shown at the top
• Open the testpage in Fenix
• Pinch-zoom in a bit
• Scroll down all the way
• Slowy scroll up again

Observed behavior:
The position:fixed element starts moving upwards during scrolling up which creates a gap about the size of the height of the dynamic toolbar.

Expected behavior:
The position:fixed element should not move upwards (but down) and there should be no gap between the element and the bottom of the screen.

Setting P3 for now since we are not going to plan to work on this soon. I guess when we implement overlay style top and bottom toolbars, this bug will be fixed altogether.
