At the moment, the setup method for any layer doesn't accept metadata as a parameter. This bug is for determining if we should allow that. One issue with allowing this is that it may encourage passing more stuff around the layers with the metadata object, and break the idea behind mozperftest where we want to keep layers as independent from each other as possible.
