STR: Join a group Teams call on teams.microsoft.com
result: In some cases participants do not see their self view video image. Disabling and re-enabling camera fixes the issue. Other participants are not impacted.

What users see is the avatar circle with the user's initials on a gray background. Typical video panel in Teams that isn't serving anything up. So the user's interface thinks there's no video feed even though the service is sending video to participants.
This might also be tied to meeting recording settings.
