2013287 - Video Playback tests do not work properly on emulators

Context:

• In https://bugzilla.mozilla.org/show_bug.cgi?id=1934319 while working on emulation work, I discovered that I was unable to run the video-playback tests, all the tests produce is a raptor file with empty arrays and values(no data at all)

What we are doing here:

• Resolving so that when anyone runs a video-playback test they get data or the test fails, to indicate an issue.

Why we are doing it:

• Growing importance of emulation capabilities, and broader expansion of our capabilities
