Steps to reproduce:

When firefox window is not maximized or when I have two firefox windows open using the windows snap feature there is random stuttering, feels like everything drops to very low FPS. This happens with any website but most commonly I have reddit/twitch open.

PC Specs
CPU: AMD 9800x3d
GPU: AMD 9070xt
RAM 32gb DDR5 6000
All drivers are up to date, bios up to date, windows and firefox are up to date.

Actual results:

Intermittent stuttering/feels like very low FPS when window is not maximized or multiple windows are open using Windows Snap feature

Expected results:

No stuttering
