2013419 - Dismissed moz-message-bar does not reappear if applicable in the same session

While working on one of the SRD patches for the search pane, I encountered an issue where a success flash message would only appear once in a given session. After it was dismissed, it would not appear again even if it should have reappeared. Anna Kulyk on the recomp team provided a diff of what a fix should look like as part of the review for one of my patches for Bug 1972071. I've decided to break her moz-message-bar fix out into its own bug and patch here.
