Our mozregression CI has had broken mac builds since GitHub deprecated the macos-13 (intel) workers we were using. Initial attempts to update were resulting in package issues, but it seems when the scripts mixed up system and install python packages. When I explicitly pin the python to 3.12, we avoid dependency hell and it seems to build again.
