What exactly are you seeing that's wrong? What version of the Java runtime are running? As far as your report told me to test, the behavior is the same between Moz 1.4a and IE6 on WinXP. Scrolling that window causes the bottom scrollbar to disappear, but that happens in IE as well. Using JRE 1.4.1_02.
