2014404 - Enable the `layout.css.style-queries.enabled` pref on Nightly

We have some basic support for @container style() queries (originally prototyped in bug 1945342). Let's enable this on Nightly (only), to begin to get some exposure and so we can more easily track progress as we iterate on the implementation.

I think I'd be inclined to hold off on a relnote until the feature is somewhat more complete. Some people may notice it anyway, and start experimenting already (and that's fine), but IMO it seems a bit premature to draw attention to it.
