Wire SecurityOrchestrator.evaluate() into the search_browsing_history tool to ensure consistent security posture across all tools.

This tool queries the user's browsing history (private data) but doesn't directly exfiltrate it. Policy enforcement ensures taint tracking is updated when invoked.
