201536 - Scrolling Causes Severe text and image overlap, on all Ign web pages

Scrolling the page up or down causes all the text and images to bunch up, 

The Grey background fills into the white background parts as well,

Moving the Browser Window around resets the text and images and background
untill you scroll again.

Reproducible: Always

Steps to Reproduce:
1.Scroll up or down on a IGN webpage
2.

Actual Results:  
Text bunches Images move out of place and the background color leaks out

Expected Results:  
Page should look normal, like it renders on Net Positive

199159

Sergei, since you are currently working on the GFX package, I am assigning this
to you.  If you don't have time, let me know, and I'll look into it.  I just
don't want to mess up any of the work you are currently doing.

I have seen similar issues with pages in my debug builds, but had ignored it,
thinking it was just my build.  Apparently, it is showing up in the nightlies as
well.

Travis, Paul - was it happened aslo in previous nighties/releases? Especially in
1.4a release (or close by data nightly build)

Paul, no problems at all here (1.4a release + my GFX) on *.ign.com.

People, can  you test any of latest stripzillas on your machines for this issue,
if it isn't specific just for latest sources? (Better full-sized BONE version,
because it is what i'm using now)

I know the page looks fine in Mozilla 1.1 Stable 20020901, I think i noticed the
problem sometime in December

It also scrolls fine in the latest Stripzilla 1.4a Net_server that is avalible
on BeBits,

I made an interesting discovery that may or may not be related to what is
causing this bug, In the Screenshot if you see on the left side the Up Arrow
Scroll bar image that should not be there, That results from using the Mouse
wheel on my Dexxa optical mouse, If i use the scroll bar, the Ghost uparrows
don't happen, 

I also found the same scrolling bug happens at this site

Can someone confirm at http://cube.ign.com if this still happens? If it doesn't
I will close this bug, I don't have a BeOS Machine with Internet access at the
moment.
