Steps to reproduce

  1. Open the Switch Windows menu and Select Switch to Smart window.
  2. Quickly open new tabs with CTR + T keyboard shortcut.

Expected result

  • The URL bar does not flash quickly.

Actual result

  • The URL bar flashes quickly.

Regression range

  • Not a regression.

Seems that the issue is repro on Win 10 as well.

This issue also occurs after restoring a previous session with multiple new tabs, navigating between those new tabs will show the search bar for a brief moment.
