Evaluation shows the memories generation pipeline overgenerates at low history sizes (< 30 records), likely because the existing prompt emphasizes finding as many patterns as possible. We should create a separate prompt designed for lower sizes that describes what constitutes a pattern in that environment and provides the option to return no memories.
