Add a metric telemetry to track widgets enabled by users. This metric can be string list type. This will help track enabled widgets even if users do not open newtab.

Note: We may need to add the string list type to https://searchfox.org/firefox-main/rev/33bba5cfe4a89dda0ee07fa9fbac578353713fd3/browser/extensions/newtab/lib/NewTabGleanUtils.sys.mjs#19
