Note
- Set the pdfjs.enableSplitMerge pref to true in about:config.

Steps to reproduce
- Load a PDF document with outlines
- Activate Pages from sidebar
- Select one or more pages by checking the checkboxes and drag them to a new position
- Close the tab or press the global "Save" button from the PDF
Expected result
- "Save PDF before leaving?" dialogue appears and the PDF will saved with changes made before
Actual result
- "Save PDF before leaving?" dialogue not appears and the PDF not saved, the pages not reordered
- Pressing the global "Save" button from the PDF the Save As dialog page appear, but not saved the reordered pages
Regression range
- Not a regression, it' s a new feature
Additional notes
- Issue happened with all type of PDFs
