Preconditions

• Have the Productive widgets enabled (Lists, Timer, Weather)

Steps to reproduce

1. Access NTP
2. Resize Firefox window vertically until the scrollbar appears
3. Scroll down / grab the scrollbar and drag down

Expected result

• The NTP scrolls to bottom without issues

Actual result

• The NTP scrolls up and down fast while trying to scroll down

Regression range

• Will see for a regression

• The issue can be seen in the following attachment
• The issue was not reproducible with other contents without the Widgets section (stories, multiple rows for shortcuts,etc).
