Release Note Request (optional, but appreciated)
[Why is this notable]: Enable a new feature on Nightly (currently Nightly only and will have another bug to flip pref for all channels)
[Affects Firefox for Android]: Yes
[Suggested wording]: Enabled the spec-compliant HTMLMediaElement.captureStream() API.

Note added to 149 nightly release notes with this wording:
Enabled the spec-compliant
HTMLMediaElement.captureStream()API.
The note will be part of the Nightly release notes for 3 cycles (149-151).
When we extend the support to the release channel, a new release note request will be needed.
