The patch stack of bug 2011516 got backed out for failures on Android in toolkit/components/extensions/test/mochitest/test_ext_action_openPopup_multiple.html
Since the feature is not doing anything meaningful on Android anyway until bug 1817809 is implemented, I relanded with the test skipped on Android.
I have some ideas on why the failures happen, but would rather the test be backed out and relanded than the whole patch stack.
