2016288 - Remove a bunch of failure-allowing annotations for View Transitions WPTs

Filing this bug to remove a bunch of no longer needed .ini files that allowed failures in view-transitions WPTs.

This revealed that two tests are fuzzy on Windows, so I've edited my patch to add the right fuzzy tolerance and I've pushed to Try again:
