Steps to reproduce

1. Navigate to data:text/html,<meta charset=utf8><h1>hello</h1><script>alert("world")</script>
2. Open DevTools with a keyboard shortcut (see https://firefox-source-docs.mozilla.org/devtools-user/#the-core-tools)
3. Check ‘Dock to right’.
4. Resize the window to make it smaller.

Expected result

• The translucent dark overlay for the "world" modal doesn't cover the DevTools toolbox and let you interact with the tool.

Actual result

• The translucent dark overlay for the "world" modal covers the DevTools toolbox.

Regression range

• This was introduced with the fix for bug 2013120.

Thanks for filing that bug, I was going to do it :)
So it wasn't introduced by bug 2013120, it just highlights it.
If you test your STR in ESR, you'll see that this bug is reproducible, even though the regressor of bug 2013120 (bug 1941635), is not in ESR

We need to look what can be done here, but the why it overlaps is because the dialog gets a min-width/width set from JS (which I don't know where it comes from at the moment)
