We currently run arcanist list in the periodic-updates task in automation to figure out whether we need to abandon existing patches when submitting a new one; we'd like to stop using arcanist (bug 1868149), so an equivalent command in moz-phab would be helpful.

The update check would be unexpected in a script and could pollute the
output, so skip it for commands that aim at machine-readability.
