can't drag and drop on to "group of tabs" on personal toolbar

here's what I used to be able to do:

1) Bookmarks | Bookmark this group of tabs, and put it on the personal toolbar
2) go to some other site, and drag and drop the icon the url bar onto the "group
of tabs" icon, and have it add it.

it seems to work if the drop target is a folder.
CONFIRMED: Mozilla 1.6f, Windows XP

The outline of the tabgroup icon and label does appear when you mouseover (same
behavior as a folder), but dropping proxy icon onto the label does not change
the contents of the tabgroup.

(You can't drag&drop on the label of folders, see bug 199998).

This bug report is registered in the SeaMonkey product, but has been without a comment since the inception of the SeaMonkey project.
