Mozilla 1.4a:
STEPS:
Prefs | debug | networking | direcctory listing format.
select "XUL"
Open file any file dir: file:///Users on Mac, file:/// Linux, etc.
OBSERVED:
File directory listing still uses HTML.
EXPECTED:
FTP and Gopher will change (open a window for each, change the pref, then hit
reload in each window).
My recollection is that after the default dir.format for file was changed, I did
use this pref a couple times, maybe around Mozilla 1.2x. I will go back and look
when I have more time.

Does a restart make the behavior change?
I think I found part of the problem: bug 141247 is both not checked into the
trunk , and also seems to not work on the 1.0 branch (at least Netscape 7.02 and
Camino 0.7 don't seem to work).
since the other bug has the patch...
