This looks like it's caused by the changed in bug 2003766:

• parent revision pushed to Try with backlog tasks
• own revision pushed to Try with backlog tasks

But there was also this Try push based on latest main with the changes from 2003766 reverted and it still failed the backlog tasks.

Valentin, could the unexpected passes of service-workers/service-worker/navigation-sets-cookie.https.html in comment 0 be a result of the changes in bug 2003766?

Yes,

running this locally with a build from before I get an error at https://web-platform.test:8443/cookies/resources/setSameSite.py?with-sw&0.3721523350494268: SyntaxError: JSON.parse: unexpected character at line 2 column 1 of the JSON data
Looking at
tests.cookies.resources.setSameSite::main it seems the content-type gets set by setNoCacheAndCORSHeaders to text/javascript, then by setSameSite.py to text/html.

So we outght to update the test expectations.
