In the smartbar, the suggestions panel should not be open at the same time as the mentions panel.
Currently, you could have both open at the same time.

When the mentions panel opens we need to close the suggestions view to prevent overlapping. Furthermore, we suppress queries when inline mentions exists to force a “chat” action resolving bug 2016682.
