201856 - Border between message list and message display panels "jumps"

The moveable border separating the message list and message panel jumps up and
down (i.e. the message list or message panel is growing shorter and longer)
rapidly at a rate of about 2-3 times per second. I cannot "grab" the border to
attempt to resize the list (because it is moving too fast). This happens whether
or not I've selected a message to view from the list -- the message I select is
displayed, but with the bouncing.

Reproducible: Always

Steps to Reproduce:
1. Open Mail

Actual Results:  
The message list is displayed, along with the message I select, but the border
is jumping.

Expected Results:  
Sit still.
