Preconditions
Have a profile from a 137 build.
Have region set to US.
Have NVDA enabled.

Steps to reproduce

1. Update to our latest Nightly build.
2. Reach the Smart window FxA page using keyboard navigation.

Expected result

• The entire text from the TOU modal should be read automatically when the TOU prompt is displayed.

Actual result

• The text from the TOU modal is not read automatically.
  Only the Title , Links and Buttons are read out loud by the NVDA.

Hi Rares, can you confirm: is the text reachable with NVDA, even though it is not read automatically when the page/dialog is opened?

Here is the entire flow:
When the TOU modal opens it reads the Firefox Terms of Use Title twice > Document > Terms of Use link > Privacy Notice link > Go Back Button > Accept Button.

When we Hit Tab for the First time it jumps directly to the Privacy Notice link instead of the Terms of use link.
When we Hit UP arrow from the Privacy Notice link it will read the Firefox Terms of Use title, then if we hit Down arrow it will read the missing text from when NVDA reads the entire modal.
