We should consider migrating/enabling Talos tests on apple silicon.

Ideally we can run all talos tests, but as a first step maybe just run as many as we can and file bugs for ones that are failing for whatever reason

prior to bug 1990096, intel mac data was quite noisy/bimodal (And tbd if fixes in bug 1990096 help, but bug 1990096, comment 26 was promising in improving noise)
But in general, apple silicon data seems to be relatively more stable

additionally, we are moving towards apple silicon soon anyway (eventually)
