It would be useful to have the ability to grab perfetto tests in CI. I don't think this iteration of the patch should wire it in our tests, but just have the implementation of it so that we can trigger it with a flag. There definitely needs to be a discussion on the config enabled for perfetto, but it would be useful to have the base set up already since we have two other profilers set up already.
