[dogfood] Can't see typing focus when page height exceeds scrollable region

Enter more text than can be fit (top to bottom) in the mail/compose entry
window.
Scroll down to reveal the text near the bottom of the window (you may need to
"arrow down" to avoid painting bugs :-(.
Click (to obtain typing focus) on a point that was "below" the bottom of window.
As soon as you start to type, the page scrolls the text area down, leaving the
focus typing point off screen :-(. You must now type "blind" since you can't
see what is being entered. When you are done, scroll down again and you'll see
what you typed (exactly where you were expecting it).
This is certainly a "composer" bug.

I want to run jar's scenario under mail before verifying. Sujay already verified
bug 20107.
Verified as fixed using commercial seamonkey builds win32 1999-12-13-09-m12,
linux 1999-12-13-08-m12, and macos 1999-12-13-08-m12. I can not reproduce this
problem.
