When 2020004 lands, when the translations engine is deactivated by AI controls, it appears some endpoints simply do not respond (needs more verification).

We likely need to introduce a new error type to the GeckoView Translations controller so that it is much more explicit why endpoints are silently failing / not responding / otherwise reporting errors when the system is deactivated.

There will likely need to be an AC follow-up bug to this, but some more investigation needs to happen on the GeckoView side before filing.
