With bug 2015155, a new flag was added that phabbugz uses to let Bugzilla know it is OK to use text/x-phabricator-request as the content type for the new attachment. We should add a test for this new behavior and also look for other ways to expand integration testing so that manual testing will not be as needed.
Automated triage: no action taken. This bug requires changes to the BMO codebase (PhabBugz extension + CI integration tests), but the source tree available to this bot is mozilla-central, so there is nothing here to patch or verify. Needs manual attention from a BMO developer.

Come up with a robust test suite to test the integration of Bugzilla and Phabricator
- All testing scripts should live under extensions/PhabBugz
- All API calls to Phabricator should be mocked and not require an actual Phabricator server to operate. Refer to the Conduit documentation in Phabricator for exact data structures.
- Each of the modules Revision, Project, Policy, User, etc. should have test cases to exercise the different operations of each.
- Test cases need to also test the periodic checking for new stories, users, and group syncing and the operations performed when new items are present.
- Different failure conditions of Phabricator such as network issues, next ID or cursor does not exist, etc.
