Bug 2020372 expirations caused gv-junit to leave our preset.

At least one of these, (maybe geckoview-fission-isolate-high-value or gv-junit-fis ?), should become a permanent tier 1 variant. When these were added, we still had base gv-junit non-expiring variants.

I double checked Lando on March 1-2 and we did lapse gv-junit testing until restored by bug 2020372. It appears to be triggered ever 5 patch or so and more frequently on android or geckoview patches, with no gv-junit at all during the expiration period.

We need one variant that doesn't periodically expire to prevent this from happening in the future because they catch both GeckoView and Gecko changes that can impact Android.

Confirmed default should be fis-ship variant with both on.
