2021449 - New Felt error pages are not aware of “Work offline” mode

The new Felt error pages seem to be unaware of “Work Offline” mode and show the default connection error page when in offline mode.

STR:

• menu: File → Work Offline
• open: https://example.com/
• get “Looks like there’s a problem with your internet connection” instead of the old informative and pro-active “Firefox is currently in offline mode and can’t browse the Web. Press “Try Again” to switch to online mode and reload the page.”

The patch updates the Felt Privacy version of the page such that it matches the copy on the legacy page. Do we want to add any additional language?

We are in RC week and the issue was not fixed, it seems unlikely that it will make it into 149 now since the beta cycle is ending. Setting it as fix-optional for a potential inclusion in the planned dot release.
