Bug 1657973 implements initial support for generating tagged PDF using SkPDF and the Gecko accessibility engine. However, even after that lands, there is quite a bit more work to do before we can ship this. This bug tracks the required work.
Strictly speaking, this belongs in Printing: Output. However, some of the work is in the accessibility engine and the accessibility team are coordinating and doing much of the work, so it's easier to track it in our component.
S2 because without shipping this, we generate inaccessible PDF documents for users who aren't fiddling with prefs.

Just in case this isn't clear, I think this is quite some way (probably months at least) from being ready to ship to release. It's preffed off even in Nightly for now because SkPDF is also preffed off in Nightly, and because it won't currently work unless there is an accessibility client running on the user's system (or the user has force enabled accessibility). We do plan to fix these issues, of course, but it's going to take time.
