The Discovery Stream Admin DevTools toggle on about:newtab has been visually inconsistent with the Personalize button for some months after the Personalize button's UI was updated. All button states are inconsistent.
To view the DevTools toggle, enable asrouter.devtoolsEnabled, in about:configand then openabout:newtab`.
