For some reason, when a bad patch lands in autoland/mozilla-central with bad perfdocs changes, our perfdocs task doesn't fail and stays green: https://treeherder.mozilla.org/jobs?repo=mozilla-central&revision=869fa658ac0bff9e2e33abfd8b190ee9a7700912&searchStr=perfdocs&selectedTaskRun=cNJT7TIjToezmBDNtcuzgg.0

We should fix this so that the perfdocs-verify task fails when the docs need to be regenerated. This way we can catch any bad patches that land.
