• Update list styling (keeping in mind milestone 2 work that will fold firefox view into the sidebar, see also bug 2023616), empty states/promo card, splitter, etc
• Remove moz- component style overrides and remove card styling from panels

Vertical tabs styling will be handled in bug https://bugzilla.mozilla.org/show_bug.cgi?id=2023619, and we'll also handle animations changes to the sidebar separately. We'll want to add all of these style changes behind the same pref used for the token changes.
